A Survey on Toxic Volatile Organic Compounds (VOCs): Toxicological Profiles, Health Exposure Risks, and Regulatory Strategies for Mitigating Emissions from Stationary Sources in Taiwan

With the revision of Air Pollution Control Act in Taiwan announced on 1 August 2018, several provisions or regulations have been added to strengthen control hazardous air pollutants (HAPs) from stationary sources. Therefore, this paper conducted a survey sixty toxic volatile organic compounds (VOCs) designated as HAPs and also performed comparison between some developed countries (i.e., USA, Japan, Korea) using latest databases issued by relevant agencies/organizations. Furthermore, these were reviewed their carcinogenic classifications occupational exposure limits. Finally, regulatory measures for controlling emissions VOCs sources addressed echo public concerns about human health risk. Except trichloroacetic acid, are included list USA. By comparison, number is obviously higher than those Japan Korea. Based carcinogen classification International Agency Research Cancer (IARC), confirmed carcinogens (Group 1) include benzene, benzidine, 1,3-butadiene, 1,2-dichloroproane, ethylene oxide, formaldehyde, 4,4-methylene bis(2-chloroaniline), trichloroethylene, vinyl chloride. To achieve purpose protecting health, follow-up actions involved countermeasures, including establishment emission limits, reporting systems, reduction plans potential high-risk areas plants, incentive an pollution fee levy, well ambient concentration monitoring network.
